Dear Admiral,

Will you excuse my addressing you unofficially to say that immediately after the receipt of your communication last night, I instituted enquiries into the cause of the detention of the French Mail Steamer "Ava", and directed the Agent of the Company to be informed of the result which I know ere now.

I trust that you will accept my expression of deep regret
